Expanding the roster at the top of agenda in new bargaining agreement negotiations

The WNBA collective bargaining agreement expires after this season, and expanding the roster is the top priority for a new agreement:

With the WNBA collective bargaining agreement set to expire after the season, roster size needs to be the top item on the agenda.

This is the second time I've seen that same quote from the Commish, in which she states that the roster issue has been re-visited every year.

So, Ms. Richie, just who is it that has continued to deem this recklessness acceptable?
