I would say that nobody argues with #1 and #2. 3 thru 20-25 can be sorted in about 500 different orders and still nobody would agree.
The teams I do not think belong in the top 25 are St Joseph at #17 and Royal at #25.
St Joseph didnt play anyone of quality in their first tournament and they are "sandbagging" again this year at Santa Barbara. At least the West Coast Jamboree seeding committee put them where they belong in the after Xmas Tournament.
Royal at #25 is a question mark. I saw Royal last year and I think they were 6-0 and they got blown out by San Clemente. That team didnt play defense. They now have a new coach, who I think is only 2 years out of college. I will give them the benefit of the doubt for now. However, I cant believe they are better than Lynwood, Centenial Corona, San Clemente, or Beverly Hills, plus a few others listed below them.

These lists will start sorting themselves out thru the end of the year but once league play begins I dont expect any major changes.
